Evaluation of the Swedish implementation of the Paris Declaration


In 2005, donors and recipients agreed on the so called Paris Declaration and on the methods etc. for developing assistance. The implementation of this declaration is now about to be evaluated on international basis, coordinated by OECD/DAC.  7 donors and 22 recipient countries will contribute with evaluations to be finalised in the end of 2010. Based on these studies, during 2011 a team will synthesise results from these studies and this report will be presented in Korea, 2011.   

The aim of the SADEV study is to evaluate the Swedish implementation process. Thus focus will be on the very implementation and not on its effects. The evaluation will also highlight lessons learnt from the implementation and how to overcome obstacles of implementation.  

The generic Terms of Reference presents three explanatory factors to the success/failure of implementation: Leadership/management, capacity and incentives. These factors will be explored in detail.  

SADEVs evaluation is focused on bilateral development assistance and focus will be on Sida and the Ministry of Foreign affairs, partly civil society and also some focus on the health sector.

The collection of data will consist of:
• Analysis of relevant steering documents
• Interviews with stakeholders
• Phone interviews with staff at some Swedish Embassies
• One, possibly two, case studies in recipient countries.     

The evaluation will be completed in the end of 2010.
