he evaluation will assess wheter the state agencies are organisaed in a way that ensures quality and committment in their envolvement. It will also assess wheter Sida is organised appropriately in order to ensure that the preparation, management, monitorin and support to the state agencies increase the chances of achieving development impact in partner countries.
The evaluation will contribute to new knowledge around how Sida and the implementing authorities can strengthen their capacity to contribute to developmental effects in partner countries. Conclusions and recommendations will be addressed to Sida, Swedish Foreign Ministry and the implementing authorities. The evaluation will be published in October 2009.
