Pathways to influence the EU’s implementation of development assistance at partner country level: what works and why?  
The purpose of this evaluation is to examine how effectively Swedish actors have engaged with other EU actors at partner country level in order to obtain support for Swedish development preferences. The evaluation will draw conclusions about what factors yield success in interaction with EU actors, through a structured analysis of Swedish influence on EU actors in different instances. These conclusions will form the basis for recommendations regarding the future development of Swedish strategies for influencing the EU’s development cooperation at partner country level.
